" Mr. Martin believes that this language is sufficient to meet the <br />39 IRS test on eminent domain,, while Mr. Mandersheid believes that it more clearly shows that the <br />40 City is not obligated to undertake condemnation proceedings. <br />4 ,i 2.0 POLICY OBJECTIVE <br />42 2-1 RedevelODment of the Twin Lakes area has been a Iona standina aoal of Roseville <br />43 Comprehensive Plan. <br />44 3.0 FINANCIAL IMPACTS <br />45 3.1 There should be no immediate financial impact on the City by passing this resolution; however, <br />46 if the City did proceed with condemnation action, there would be an associated cost, which <br />47 could be recovered through a development agreement with the developer <br />48 4.0 STAFF COMMENT <br />49 4.1 Redevelopment of the Dorso property will be consistent with the Comprehensive Plan and Twin <br />Lakes Master Plan. Eminent domain is one tool available to the City and to help foster the <br />1 redevelopment. The use of eminent domain, however, is strictly a policy decision.
