Attachment A <br />J, was 5 on <br />ILA= <br />43 To: Mayor and Council <br />44 Bill Mal Yuen, City Manager <br />45 From: Chris Miller,, Finance Director <br />46 Date: July 1, 2008 <br />47 Re: Response to Citizen and Council Budget Requests or Suggestions <br />49 <br />Enclosed is a brief response to the citizen and/or Council budget requests or suggestions submitted in June. <br />1 <br />52 Suggestion: Consider adding a drive-,up window at the License Center (citizen) <br />54 Response.* The License Center serves as a Deputy Registrar of the State and currently operates in land- <br />55 locked leased space which would make adding a drive-thru lane problematic. In addition, due to State's <br />56 requirement that transactions be processed in real-time, the License Center's simplest transactions take <br />7 approximately 2 minutes with some transactions taking in excess of 5 minutes. During high volume <br />periods, some customers could be waiting 20-30 minutes in the drive-thru lane. Given these limitations, a <br />59 drive-thru lane would be inadvisable. To compensate for these longer waiting periods, the City has added <br />6('_-) chairs and television monitors inside the License Center for the convenience of the customer. <br />6 1 <br />62 Suggestion: Evaluate water and sewer senior discount; why should families subsidize more affluent <br />63 seniors? (citizen), <br />64 <br />65 Response.* The City Council last discussed the policy of offering a senior discount on May 9, 2005 <br />66 after it had been reviewed by a previous Council as well as the Public Works, Environment, and <br />67 Transportation Commission.
