lls1Spvq+_J� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Item Description.- Leaf Program Discussion <br />reTWE <br />Date.- 7/14/08 <br />Item No..- 12.c <br />City Manager Approval <br />2 Per Council request, staff is providing information on leaf collection program costs and <br />3 participation. The City of Roseville has provided a curbside leaf pickup service to Roseville <br />4 residents since 1970. In 1997,, the City adopted a fee-for-service system to help minimize direct <br />5 costs to City operating budgets. The program has been managed with user fees since 1997. <br />6 Attached to this document is a table of costs for previous years, detailing administrative and <br />"7 operating costs that support this service, as well as income received from users of the program. <br />9 In mid-September, Roseville residents are notified by mail of the upcoming leaf pickup dates and <br />I ('_) information program registration. The City is divided into four sections, with the first area <br />"I'll starting approximately November I and the last section ending before Thanksgiving. These <br />12 sections are rotated every year. There are four crews in each area for approximately three days <br />13 picking leaf piles. Residents are asked to have their leaves raked to the curb and ready for the <br />14 first day of pickup in their section. Once crews have passed through an area, they do not return,, <br />I due to weather related time constraints. <br />16 <br />I 7 Public Works crews remove leaves from gutter lines and storm drains on all residential city <br />I streets as part of the Leaf Program. Without a scheduled leaf collection program, the City would <br />19 incur costs of approximately $,45,000 to $,50,000 to clean streets and catch basins in the fall to <br />2 ('_) meet our best management practices for our Storm Water Pollution Prevention Program, as <br />2 1 required by NPDES Phase 11 rules. This cost is currently included as a part of the Leaf Collection <br />22 Program in the overall cost analysis of this program on the attached sheet (Attachment A)�. We <br />23 attempt to show the approximate city subsidy per user as a part of this analysis. <br />24 <br />25 The program costs can vary widely due to weather conditions. We have had relatively favorable <br />26 conditions the past three seasons that allowed completion of the program within the scheduled <br />27 timeframe and at less than average expense. <br />28 <br />29 Participation continues to decline each year for this program. Residents seem to be finding other <br />3�,,:,) alternatives to utilizing the city service. Residents can haul their leaves to the compost site,, <br />3 1 contract with a lawn service to collect their leaves,, send them with their solid waste hauler,, <br />32 compost them onsite, or use a mulching mower depending on the number of trees on their <br />33 property. We do have many large properties with many trees participate, as well as higher <br />34 participation in the mature forested neighborhoods. <br />35 <br />Page I of 3 <br />
