Department Annroval <br />lls�kspvi+-J:E <br />REQUEST FOR COUNCIL ACTION <br />Date.- 7/21/08 <br />Item No..- 7.e <br />City Manager Approval <br />Item Description.- Request to extend working hours for Snelling/ County Road B Project <br />r9T W, � <br />2 Carl B clan der and Sons is the general contractor for Mn/DOT's Snelling Avenue project. This project <br />3 is currently under construction and includes the construction of a third lane on northbound Snelling <br />4 Avenue (Highway 51 from Roselawn Avenue to Highway 36. The project also includes installation of <br />5 new traffic signals at the Har Mar Mall entrance from northbound Snelling Avenue and at the <br />6 intersection of Snelling Avenue and County Road B. We have received a request from the Contractor,, <br />"7 to extend the weekend working hours in an effort to ensure that this project will be completed on time. <br />9 The requested variance is to City Code Section 405.03 HOURLY RESTRICTIONS OF CERTAIN <br />I ('-) OPERATIONS which permits construction activities to occur between the hours of seven o'clock (7.-00) <br />"I'll A.M. and ten o'clock (10.-00) P.M. on any weekday, or between the hours of nine o'clock (9:00) A.M. <br />12 and nine o'clock (9.-00) P.M. on any weekend or legal holidays. They are seeking a variance for the <br />13 following dates and times.- Saturdays, 7/26- 8/30.- Start work at 7.-OOAM and Sundays, 7/27-8/30.- Start <br />14 work at 7.-OOAM <br />16 A variance to this section of code requires a Public Hearing before the City Council, per code section <br />I 7 405.04 We have mailed out Public Hearing notices to all properties within 350 feet of the corridor. <br />I Any comments that we receive will be shared with the City Council as a part of the Public Hearing. <br />19 There are residences directly adjacent both sides of Snelling Avenue south of Har Mar Center that could <br />2o be affected by a variance. <br />2 1 POLICY OBJECTIVE <br />22 Minimize noise disturbance to residents during evening, nighttime, and weekend hours. The contractor <br />23 is working to complete the project by the end of August. They are asking for the variance so that they <br />24 can ensure that this project will be completed on time. A swift completion of this project will reduce the <br />25 inconvenience to the public. <br />26 FINANCIAL IMPACTS <br />27 There is no direct financial impact to the City of Roseville. However, a delay in completion of this <br />28 project will have a financial impact to area businesses, the travelling public,, and the Contractor. <br />Page I of 2 <br />
