Department Annroval <br />rlww"�.."" j <br />j <br />lls�kspvi+_J:E <br />REQUEST FOR COUNCIL ACTION <br />Date.- 7/21/08 <br />Item No..- 7.f <br />City Manager Approval <br />Item Description.- Order Feasibility Report for 2009 Pavement Management Program. <br />I BACKGROUND <br />2 Staff is requesting the ordering of the preparation of a feasibility report for Roselawn Avenue as part of <br />3 the 2009 Pavement Management Program. This project is a continuation of our ongoing Pavement <br />4 Management Program. The City's Pavement Management Program (PMP), began in 1986. At that time, <br />5 the City was split into 73 neighborhoods, and a two-phase program was initiated. The first phase of the <br />6 program,, approximately the first 10 years, consisted primarily of street reconstruction. The second <br />"7 phase of the program, which is ongoing, includes some reconstruction,, but focuses on major <br />maintenance activities such as mill and overlays. The purpose of the two phase program was to quickly <br />9 reduce the number of problem streets within the City to a manageable level, less than 10% of the street <br />I ('_) system, and to maintain that level by providing major maintenance. The first phase of PMP completed <br />"I'll in 1997 was successful in achieving that goal. The second phase consists of <br />12 <br />13 1 Reconstruction of streets not completed in the first phase of the program due to condition of the <br />14 Pavement at that time. <br />1 2. Incorporation of the Ramsey County turnback roads into the program. <br />16 3. Maintenance of existing permanent streets through milling and overlaying pavements and repair <br />I 7 of settled or broken concrete curbs. <br />I 4. Crack sealing and seal coating of existing pavements. <br />19 <br />2 ('_) Staff is recommending that the 2009 program include the reconstruction of Roselawn Avenue between <br />2 1 Hamline Avenue and Victoria Street. This road was turned back from Ramsey County in 2004. Work <br />22 on these projects will be accomplished with in-house engineering staff <br />23 <br />24 To develop this project, City Staff will work with residents, the watershed district, State Aid, Ramsey <br />25 County, and private utilities to develop a design for this new road. Since a portion of the project is <br />26 proposed to be assessed, we need to follow the Chapter 4�29 process. This information will be <br />27 incorporated into a feasibility report that will be presented to the Council in early January. Public <br />2, hearings regarding this project could be held in early February. <br />29 POLICY OBJECTIVE <br />3o 2009 will be the twelfth year of phase two of the Pavement Management Program. Phase two includes <br />3 1 completion of residential reconstruction,, reconstruction of County Road turn back roads and an ongoing <br />32 intensive maintenance program. <br />Page I of 4 <br />
