The resources available to the St. Paul Police Department are not sufficient to <br />5 effectively police an event of this magnitude. Information provided. by the Republican National <br />6 Convention indicates 4 ,000 delegates, alternate delegates, members of the media and. other guests are <br />"7 expected. to attend. the convention. Law enforcement information indicates there may be an excess of <br />8 50,000 protestors in the area as a result of the convention. The St. Paul Police Department has prepared. a <br />9 Joint Powers Agreement (JP A) it requests other agencies to sign. The JP A formally acknowledges the <br />I 4w. assistance provided. by the outside agencies and. the responsibilities of each unit of government. <br />II °II Law enforcement agencies recognize there are circumstances where the assistance of other governmental <br />12 units is important in effectively and. efficiently maintaining the peace. Therefore, law enforcement <br />13 agencies are desirou.s of having their peace officers extend. their services beyond. respective jurisdictions <br />14 for the purpose of providing assistance and. enforcing the laws in agreed.-upon situations. Law <br />I enforcement agencies believe the establishment of a procedure whereby a party to an agreement may <br />'de to another party, personnel or equi I <br />16 provi ipment, in order to ad.dress law enforcement issues that one <br />I 7 agency may not be able to effectively and. efficiently ad.dress alone, would. be of great benefit to the public <br />I health, safety and. welfare of citizens. <br />19 A core group of law enforcement agencies, inclu.d.ing St. Paul Police, Minneapolis Police, Bloomington <br />2('-) Police, Hennepin County Sheriffs Of ce, Ramsey County Sheriffs Of ce and. the Minnesota State Patrol <br />2 1 are currently engaged. in training in order to provide the primary law enforcement functions at the <br />22 convention. This inclu.des teams that will respond. to disturbances and. civil unrest to areas associated. to <br />23 the RNC. <br />24 St. Paul is requesting the assistance from metro law enforcement agencies to provide uniformed. officers <br />2 for security at the Xcel Energy Center and. on transportation routes to and. from the event. The total <br />26 number of officers prQjected. to staff the event is estimated. at 4,000. St. Paul's goal is to retain the <br />27 assistance of 1,500 law enforcement officers from other metropolitan agencies to fill the void.. <br />28 POLICY OBJECTIVE <br />29 The St. Paul Police Department has developed. and. submitted. a JP A to local law enforcement agencies <br />3 who will provide assistance during the RN C. The Saint Paul Police Department has indicated. the terms <br />3 1 within the JP A are non - negotiable. The police department has been afforded. the time and. opportunity to <br />32 review the JP A and. ask clarifying questions directly to the St. Paul Police Department.
