lls1Spvq+_J� REQUEST FOR COUNCIL ACTION Date.- 10-27-08 Item No..- 7.d Department Approval City Manager Approval Aft Item Description.- Approve a One-Year Extension to an Agreement with Metro Transit for a Park-and-Ride Facility at the Skating Center I BACKGROUND 2 Metro Transit has operated a Park-and-Ride Facility at the Skating Center south parking lot, 3 utilizing a maximum of 50 spaces, since late 2006. An agreement was signed by both parties in 4 2006 for this joint use. The City Council approved a one year extension to that agreement for 5 2008 in January of this year. The original agreement was for one year to allow Metro Transit 6 time to explore additional opportunities for new or expanded Park-and-Ride facilities in the "7 Roseville area (see Attachment A)�. Metro Transit has indicated a need for this facility another year while they are developing their new Park N Ride facility in the Twin Lakes area. 9 10 The use of Park-and-Ride facilities has increased significantly in the past few years as energy "I'll costs have increased. They continue to work toward a long-term solutions for their facility needs 12 in this area. This needs to be accomplished by 2011 when the Rosedale agreement expires. 13 14 Metro Transit has requested a one-year extension to the agreement, allowing them to utilize up to 1 50 spaces at the Skating Center. Skating Center staff feels the Metro Transit has done a 16 reasonable job policing their patrons and responding to city concerns. An Amendment I 7 Agreement is attached that extends use until December 31, 2009 (see Attachment B). I POLICY OBJECTIVE 19 Staff has reviewed the impacts of the Park-and-Ride facility on city use and operations and 20 supports the extension of the agreement allowing use of up to 50 parking spaces at the Skatin" 9 6 2 1 Center.
