Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 10/27/08 <br />Item No..- 7.f <br />City Manager Approval <br />Item Description.- Approving a Joint Powers Agreement with the City of Gem Lake <br />1 BACKGROUND <br />2 Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />3 agreements (JP A) for thejoint exercise of powers that are common to each. Over the past several months, <br />4 the City of Gem Lake and the City of Roseville have held on-going discussions in regards to the sharing of <br />5 information technology support services. <br />6 <br />"7 The City of Roseville currently employs six full-time employees and one part-time employee to administer <br />the City's information systems. The City maintains joint powers agreements with nineteen (19) <br />9 municipalities and other governmental agencies to provide similar support. The proposed JPA with the <br />1 ('_) City of Gem Lake is similar to the other Agreements in both structure and substance. <br />12 In an effort to ensure adequate information technology support, the City of Gem Lake wishes to engage the <br />13 City of Roseville in a joint powers agreement. Staff believes that the City of Roseville can provide the <br />14 technical support desired by the City of Gem Lake without compromising services to Roseville. <br />16 The attached JPA has been approved by the City of Gem Lake and is awaiting approval from the Roseville <br />1 7 City Council. <br />1 POLICY OBJECTIVE <br />19 Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />2 ('_) the Imagine Roseville 2025 process. <br />Z,i FINANCIAL IMPACTS <br />22 Both the existing and amended JPA provide non-tax revenues to support City operations. The hourly rates <br />23 charged to other cities are approximately twice the total cost of the City employee; yet substantially lower <br />24 than could be obtained from private companies — hence the value to other cities is greater. <br />25 <br />26 There is no immediate budget impact. The presence of these JPA's along with existing revenue sources is <br />27 sufficient to fund the City's added personnel and related information systems costs. <br />28 STAFF RECOMMENDATION <br />29 Staff recommends the Council approve the attached JP A. <br />Page I of 2 <br />
