Department ApprovaL <br />REQUEST FOR COUNCIL ACTION <br />DATE.- 10/27/2008 <br />ITEM NO.- 15.a <br />City Manager Approval.- <br />Item Description.- Requesting Comprehensive Plan Deadline Administrative Extension <br />(PROJ-10004) <br />M <br />1 1.0 BACKGROUND <br />2 1.1 Councilmember Ihlan asked that the City Council discuss requesting an administrative <br />3 extension from the Metropolitan Council. <br />1.2 The Metropolitan Council has put into place an administrative comprehensive plan <br />extension that allows Council staff to approve a six-month submission deadline extension to <br />communities that will not be able to meet the December 31, 2008 deadline. Cities must <br />apply for this type of extension by November 1. With this extension, the City may have until <br />May 29, 2009, to submit its plan for review and comment by the Metropolitan Council. <br />1.3 If a city does not meet the December 31 deadline, the Metropolitan Council has decided that <br />it will not enter into Livable Communities grant contracts with the city. Cities will be able to <br />apply for grants; however, they will not be able to access the awarded funds. This holds true <br />whether or not an administrative extension has been awarded. <br />1.4 Staff has sent Roseville's Draft Comprehensive Plan out on October 15, 2008, to adjacent <br />jurisdictions for review. In the letter, staff requested that they submit their response by <br />November 14,, 2008, which would allow the City Council to consider the final draft prior to <br />December 31, 2008. <br />1.5 Attached is a draft resolution that meets the Metropolitan Council's requirements for an <br />administrative extension.
