Department Approval <br />lls�kspvi+_J:E <br />REQUEST FOR COUNCIL ACTION <br />Date.- 10/20/08 <br />Item No..- 7.e <br />City Manager Approval <br />Item Description.- Contract for Geotechnical and Environmental Investigations for the Twin Lakes <br />AUAR Subarea I Infrastructure Improvements <br />I BACKGROUND <br />2 On June 9,, 2008,, the City Council approved a contract with WSB & Associates to complete the design <br />3 work for the Twin Lakes .UAR Subarea I Infrastructure Improvements. These include.- <br />4 0 Intersection improvements at County Road C and Cleveland Avenue <br />• Cleveland Ave / 135W ramp and intersection improvements <br />6 0 Intersection improvements at Fairview and Terrace Drive <br />"7 • Twin Lakes Parkway from Cleveland Ave. to Fairview Ave <br />• Mount Ridge Road from County Road C2 to Twin Lakes Parkway <br />11, <br />9 • Prior Avenue south of Twin Lakes Parkway to County Road C <br />II 4w. 0 Municipal utilities including sanitary sewer,, water,, and stormwater. <br />12 The scope of services for the geotechnical investigation and environmental investigation was undefined <br />13 at the time of the approval of the contract with WSB. The contract not to exceed cost, $,4�58,036.00, did <br />14 not include the fees for this work. As described in Section 4.10 of the contract,, WSB will team with <br />I Braun Intertec to perform geotechnical and environmental investigations where needed within the right- <br />16 of- way. These locations will be identified once preliminary engineering has been completed. Braun <br />I ��7 has already done a substantial amount of investigations in the area, and has a working knowledge of site <br />I conditions. They will supplement this existing body of data with additional site investigations and <br />19 generate a report that will set the basis for final pavement design and necessary environmental <br />:-) remediation. <br />2 1 We are now at a stage in the preliminary engineering where we have been able to identify the extent of <br />22 the geotechnical and environmental investigation necessary for the design of these improvements. <br />23 Attached is the additional services contract with Braun Intertec to perform these services. <br />24 POLICY OBJECTIVE <br />25 The Twin Lakes project has long been identified as a priority for the City. This design work for the <br />26 Twin Lakes infrastructure is critical in order to keep the overall redevelopment of this area moving <br />27 forward. Metro Transit is requesting City approvals for the construction of a park-and-ride parking <br />28 structure along Mount Ridge Road. The geotechnical and environmental investigations are needed for <br />29 WSB to accurately develop the infrastructure design. <br />Page I of 2 <br />
