Department Approval <br />7o4ol <br />�1SE��E <br />REQUEST FOR COUNCIL ACTION <br />Date.- 10/20/2008 <br />Item No..- 7.g <br />City Manager Approval <br />Item Description.- Adopt Resolution Authorizing A Contamination Investigation Grant <br />Application for the PIK Parcel (McGough Project) <br />1 1. BACKGROUND <br />2 1.1. The Minnesota Department of Employment and Economic Development (DEED), is soliciting <br />3 contamination investigation grant proposals. The deadline for funding requests is November 3, <br />4 2008. As part of the application process, the agency requires applicants to pass a resolution <br />approving the investigation grant application, commits the local match, and authorizes contract <br />6 signature. <br />"7 1.2. Mr. Mark Fabel of McGough has requested that the City apply for grant funds to assist with <br />contamination investigation activities PIK site within the Twin Lakes project area. Braun <br />9 Intertec,, the environmental consultant for the developer, has estimated subsurface <br />I environmental investigation costs of $, 100,000 for the project site of which they are seeking <br />"I'll $,50,,000 in DEED funding. (See Attachment A for further details.), The City applied for these <br />12 funds in May 2008 and did not receive an award. <br />13 1.3. McGough is working with a potential tenant for a portion of this site and, if successful, intends <br />14 on beginning construction in 00 .This project is significantly different from the one that <br />I received Concept Planned Unit Development (PUD), approval from the City Council in <br />16 December 2007 and it is staff's opinion that the revised concept would need to restart the <br />I ��7 approval process. <br />I 1.4�. Including the revised concept with the grant application does nit give the developer any <br />19 development rights. McGough will need to go through the City's development approval <br />20 process,, starting with the Concept PUD. <br />2 1 2. POLICY OBJECTIVE <br />22 .1. Approving the submission of a grant application on behalf of McGough allows the City to <br />23 leverage state and regional dollars for environmental clean up, which will assist the City in <br />24 meeting one of the objectives of Imagine Roseville 2025.- "Partner with redevelopers to <br />25 remediate brownfields and redevelop industrial sites"' (Goal 2, Strategy C, 44). <br />26 3. FINANCIAL IMPACTS <br />27 3.1. There should not be any financial impact to the City by submitting these grant applications. <br />28 McGough will be responsible to contribute required matching funds to the project. <br />Page I of 2 <br />
