I A <br />Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 10/20/08 <br />Item No..- 13 . a <br />City Manager Approval <br />Item Description.- Deadline for Council Submissions on the 2009 Tax Levy & Budget <br />I BACKGROUND <br />2 Earlier this year, the City Council approved a budget calendar that established a deadline for <br />3 Councilmembers to submit final recommendations on the 2009 Tax Levy and Budget. The purpose in <br />4 setting a deadline was to ensure a thoughtful budget process that allowed for careful and thorough <br />5 discussions on any funding suggestion. Establishing a firm deadline also allows the City to communicate <br />6 the service and taxpayer impacts at the Truth-in-Taxation Hearing which is held in early December. <br />"7 <br />8 During the 2009 Budget Process, the City Council met on I I separate occasions to discuss budget goals, <br />9 receive information from Staff, and formulate the preliminary budget. They included.- <br />I ('_) <br />"I'll ❖ March 17th — Preliminary discussion on Council Goals & Priorities <br />12 ❖ May 1 9th — Preliminary presentation on the City's Strategic Plan <br />13 ❖ June 9th — Public hearing to solicit comments on the Budget <br />14 ❖ June 9th — Receive the final Strategic Plan <br />I June 16th _ Continue discussions on Council Goals & Priorities <br />16 ❖ June 3 oth —Receive the I 0-Year Capital Improvement Plan <br />I 7 ❖ July 14th — Receive Staff report on Council and Citizen Budget suggestions <br />I ❖ July 2 I't — Receive Staff presentations on operational impacts <br />19 ❖ August I I th — Presentation of the City Manager's Recommended Budget <br />20 August 18th — Council discussion on the City Manager's Recommended Budget <br />2 1 September 8th _ Receive public comment on the City Manager's Recommended Budget <br />22 ❖ September 15th — Adopt the preliminary 2009 Property Tax Levy and Budget <br />23 <br />24 In conjunction with the 2009 Budget Calendar approved earlier this year, Council embers are asked to <br />25 ' submit in wr , any final recommendations on the 2009 Tax Levy and Budget, by Monday, October <br />26 2008; and to address those recommendations at the City Council meeting. The Council is reminded that <br />27 you have already established a preliminary, not-to-exceed property tax levy for 2009, as well as a <br />28 preliminary budget.
