I fool <br />Planning Commission and <br />City Council, City of Roseville, MN <br />c/o Planning Department <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />We, the undersigned subm�it this report to you as m�em�bers of the citizen advisory com�m�ittee on the 2008 <br />Comprehensive Plan Update. We realized at the end of our last meeting that not enough time had been <br />allowed to permit the com�m�ittee to fully explore alternatives relating to the Community Business land use <br />description and it's application to the land use map for the Target and Har Mar areas. We also believe this <br />may be true of the Community Mixed Use description. <br />We understand the following proposal may not meet with the approval of all of the com�m�ittee m�em�bers. <br />However, we believe, based on the discussion and the range of motions offered, there was a need to <br />spend more time to resolve these issues in a way that could have been supported by more than a bare <br />Majority if not nearly all of the m�em�bers. In an effort to finish our work in a collaborative spirit and offer a <br />resolution of these issues based on a careful consideration of the proposal below, we offer this: <br />1. Target and Har Mar Land Use: The land use mapped for the Target and Har Mar areas be <br />cFanged to Community Business. <br />2. Community Business Land Use Descriptioln: Delete the current description and replace it with <br />the following: <br />III! ■ ■ <br />Community Business uses are com�m�ercial areas oriented towards businesses involved with the sale of <br />goods and services generally to a local market area. Community Business areas include shopping centers <br />and free-standing businesses. To promote access and manage traffic, com�m�unity business areas are <br />located on streets designated as A Minor Augment or or A Minor Reliever in the Transportation Plan. <br />Community Business areas should have a strong orientation to pedestrian and bicycle access to the area <br />and m�ovem�ent within the area. Residential uses may be located in Community Business areas as part of <br />mixed-use structures with allowable business uses on the ground floor. <br />Additionally, to promote com�m�unity orientation and scale, new development or redevelopment of these <br />areas generally should not include any building with an individual building footprint of more than 1 00,000 <br />square feet without additional m�itigation measures including additional setback, architectural measures <br />intended to reduce the apparent scale of the building, increased landscaping and screening from adjacent <br />streets and other non-business uses and additional traffic m�itigation. <br />
