Attachment D <br />Preliminary/Final plat narrative for 2750 Cleveland Avenue <br />old. Dominion Freigh�t Line, inc. is undertaking an administrative platting effort to create two <br />piarcels., a coinveyabile parcel for sale to Metropolitan Transit Commission and an out parcel for <br />future development. The platted lot will be 1.3 acres and will be conveyed to the Metropolitan <br />Transit Commission ( "MT " for their development of a 460 car Park and Ride facility. That <br />parcel /facility willl be located on the northeast corner of the existing property. As part of this <br />effort, MT C wilIl construct Iona. Lane from Cleveland Avenue to the future Mount Ridge Road <br />intersection. Ilona Lane at Cleveland Avenue, upon its completion by the MT C,, will continue to <br />be full access until such time that Mount, Ridge Road and Twin Lakes Parkway are constructed. <br />This will allow MTV their required drive access to their planned facility: A temporary bus access <br />to the Park and Rlide will be via temporary easement from the existing to be improved) ingress <br />curb curt on Cleveland Avenue with egress at the future Iona Lane. Until Mount Ridge Road and <br />Twin Lakes Parkway are complete bus traffic will continue to egress to Cleveland Avenue. at the <br />Iona Lane intersection. MT C` car traffic will use Iona Lane and access the Park and Ride facility via <br />a templiorary entry from Iona Lane. The permanent car entry will be on future Mount Ridge <br />Road. The. temporary egress will be out on Iona Lane to the full access at the Iona <br />Lanie/Clevelliand Avenue intersection. The future egress for both bus and car traffic will be via <br />Mount Ridge Road'and Twin Lakes Parkway to the full access intersection at Cleveland Avenue/ <br />Twin Lakes, Parkway once it is constructed. <br />There is an existing 10" roadway easement located along the north and east sides of the subject <br />parcel thiat', will) need to be temporarily vacateld and re- established In order to plat the parcel <br />(Q,,uit clairn deed' for highway purposes document no. 1511814). We have submitted the <br />Vacation of Easement Application. This would be a temporary vacation and is requested to allow <br />for the, plat to meet the approval requirements of the) Ramsey County Surveyor-. This easement <br />will be re- established once the plat has been processed and approved by the county, <br />Surrounding Counties abandoned the practice of requiring dedication of easements as a part of <br />platting in recent years. Ramsey County's Surveyor continues the practice however. <br />The remaining 3.,62 acres of the existing property will be platted as an out lot and held for future <br />dievelopment by the existing owner Old Dominion. <br />
