The property is 4.9 acres in size and encompasses six lots (or portions of lots), <br />2,8 Lot 1-3 and Lots 18-20- Block B_ Twin View- The DrODertv lies adiacent to Cleveland <br />2,9 Avenue (west)l,, the undeveloped Iona Lane (north)l,, and the undeveloped Mount Ridge <br />30 Road (east),. The property has a Comprehensive Land Use designation of Business Park <br />31 and an existing zoning designation of General Industrial (1-2)1 . <br />32, 4�.2 Metro Transit has been working with Cent Ventures 2 on the purchase of a 1.2+ acre <br />33 parcel of land in the northeast comer of the parcel. In June of this year, Metro Transit <br />34 brought forward a "sketch plan"' to both the Planning Commission and City Council of <br />35 their desire to locate a park and ride facility in Roseville. <br />36 4.3 On September 3, 2008, the Planning Division sought and received an approval <br />3 7' recommendation from the Planning Commission for a Preliminary Plat by Cent Ventures <br />38 2 re-platting of the 6 lots into 2 lots; Lot 1, Block I for the park and ride facility and an <br />�p 1 <br />39 Outlot that would remain undeveloped. <br />52 <br />53 <br />54 <br />W <br />M <br />M <br />4.4 The Metro Transit proposal calls for improving Iona Lane from Cleveland to the Mount <br />Ridge Road location. Temporary access to the park and ride facility would be from Old <br />Dominion's existing Cleveland Avenue access. Buses would access the parcel and travel <br />northeast to the park and ride facility. Until such time as Mount Ridge Road and/or Twin <br />Lakes Parkway is constructed,, a temporary passenger loading area would be located on <br />the west side of the facility and buses would access Cleveland Avenue via Iona Lane. <br />4�.5 Recently the City received a $,530,000+ matching grant from the Department of <br />Employment and Economic Development (DEED), to assist the City with infrastructure <br />and road improvements in Twin Lakes. The City, as early as spring 2009 and based on <br />City Council approval, may utilize the grant and other City dollars to construct Mount <br />Ridge Road from County Road C2 to Twin Lakes Parkway and Twin Lakes Parkway <br />from Cleveland Avenue to Mount Ridge Road. <br />4�. 1 Should the timing of both projects (if approved), work out, there would be no need for <br />temporary access into the Old Dominion parcel or a left turn movement on to Cleveland <br />Avenue. <br />5.0 COMPREHENSIVE PLAN/TWIN LAKES MASTER PLAN <br />5.1 The Roseville's Comprehensive Plan designates the future land use of the subject <br />properties as "BP, Business Park,"' which is defined as "...a geographically identifiable <br />area which contains an architecturally consistent mix of office, office- laboratory, office- <br />showroom-warehousing, biotechnical, biomedical, high-tech software and hardware <br />production uses with support services such as limited retail, health, fitness, lodging and <br />multifamily housing. The Business Park has well planned roads, utilities, pan 'in and <br />co� � unication systems. Parcels within a Business Park have access to an internal <br />park-way and/or external (.,ounly minor arterials as well as access to the Interstate <br />Highway System,.
