And 1'rn not sure I truest my judgement at thiis early houlr in the morning, certaiinly not enoug gh
to send thiis "the sky its falliin " Chicken Little message to the full Steeriin Committee.
After oulr conversation yesterday. I diiscovered language had been added to the last draft --uInder
Implementation Strategies (p. 11-3)—that pulrports to liist the "Implementation Strategies identified within the
Comp Plan " ". There its little discussion of what the purpose of thiis new section its nor does iit describe what
.1
an Implementation Strategey is, bolt my impression its that these are the ways oulr Comp Plan goals and
pol iiciies will be ach iieved.
1'rn not familiar with many of the twenty. Implementation Strategies lusted, nor do I recall much Committee
discussion on almost all of them. Yet at oulr second to last meetiin g there appear these professiionally-
soulndiin g and jargon - fulled Implementation Strategies. Looking at the scope and extent of oulr agenda
tonii ght I question whether now its the time to introduce a new aspect of the Plan called Implementation
Strategies, describe them in specific technical lan gulage, and expect uIs to approve them at the fiirst
meetiin we really diisculss them. Not uInless we j I uIst get handed oulr thirteen rulbber stamps and get to
work.
In order to get as much committee work done as possibe tonii ght I would therefore request that
discussion and action on this part of the Implementation Chapter (implementation Strategies) be
put off to our final meeting, or to a special meeting, or at least to the end of tonight's meeting. I
hate to rusk loosiin oulr culrrent record of collaboratiion, consensuls, and due consideration over thus recent
and uInnecessary addition to the Implementation Chapter.
Even more troulbliin its the fact that there were other implementation actiions which were diisculssed by the
Committee at length and are enshriined in already - approved chiapters which are not mentioned in what its
pulrported to be a complete liistiin of Implementation Strategies. Some of these future planniin tasks
which are not lusted are as follows:
.1 .1
0 developilng a plan for organizi neil ghborhood groulps, forums, and communication networks;
0 stuldyitng varilouls ways and venues of securing even better and more effective commmunnitty
engagement which comes from the bottom -up;
0 what neii ghborhood planniin means and how to brim g the Comp Planniin effort down to the 16
Planniln Districts;
0 document power oultages and work with other governmental bodiles and suIrroulndiln g mnulnilcilpaliltiles
in developiin a response.
ffel
