Attachment D <br />MEMORANDUM <br />TO: <br />MEMBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM: <br />AMY IHLAN <br />SUBJECT: <br />PROPOSED SPECIAL ELECTION ORDINANCE <br />DATE: <br />----------------------------------------------------------------------------------------------------------------- <br />JULY 23,2008, <br />In light of the p c input we have received, I would Eke to propose the following special <br />election ordinance. It would require a special election to fi ll any vacancy in the offices of Mayor or <br />City Council memb�er if more than 6 months remains in the unexpired term. This would expand our <br />existing special election ordinance to apply to all vacancies, and make clear that both Mayoral and <br />Council vacancies are subject to special election. The special election would b�e held concurrently <br />with the next regularly scheduled election, whether in an odd or even nu ered year. This would <br />save the costs of a separate special election, and adopts Ramsey County's recommendations. <br />Holding the special election concurrent with the next regularly scheduled election also allows for a <br />special primary if necessary under the existing code. This reduces concerns a out the possi It of a <br />low turnout special election with a large number of candidates, resulting in an election b�y a very <br />small plurality. <br />Proposed new language for Roseville City Code 103.06(B): <br />A special election shall b�e held to fill a vacancy in the offices of Mayor or City Council <br />men er if more than six (6) months remains in the unexpired term. The special election, <br />including a special primary if required under Roseville City Code §103.01(B , shall e held <br />concurrently with the next regularly scheduled primary and general elections held in the city, <br />whether in an odd numbered or even numbered year. <br />
