McCahi'll [niiailtc ®.:.
Sent: Saturday, November 2,2, 2,003 2:19 PM
'To: c'l'ty.,C OLi,ncil@ci.rosev*lll,e.mii.tis
Cc: Mark Mc,Cahill
Subject.: Special Election ordinance
A special election ordinance that mandates an election outside the usual November election cycle is a very bad
idea." proposed winter special election would be expensive, and this expense can easily be avoided by
holding the election in the fall in conjunction with the
other
elections. , A. fall election will. maximize voter turnout and can easily include a primary election should more than
two, candidates run for the vacated council seat. Maintaining the current primary systern is the best method
available to Lis for holding elections where the eventual winner has a legitimate claim. of representing the
majority of the voters. The results of the most recent city election should make it clear that Roseville voters are
strong,ly in favor of maintaining our current
primary
system since candidates that opposed the primary system did very poorly at the polls,
Another Idea suggested at last Monday's council meeting was some sort of 'caretaker' appointment be mandated
to fill council vacancies,-. This ideal's at best,, goofy. It is hard, to, imagine that there is any legal
way
to enforce a requirement that an appointee not run for election,. Even
worse,
it is unlikely that the most qualiffied individuals would agree to be caretakers. We need the best people we can
find for the city council, and making the difficult job of serving, on the council less attractive
to
the most qualified people is a shortsighted policy,
Concerns voiced at Monday's council meeting that any person appointed to fill Craig Klausing's seat will
somehow be 'tainted' do not make sense. Klausing won the election and voters were well aware that this would
result in a vacant council seat. Let the next council fill the vacated seat in January and decide when to schedule
M
