I The vote, on the motion was 3-,2, with Mayor Kysylyczyn, Counicilmember Schroeder and Counc'lmei -n ber Kough speaking and voting in favor of the motion as an effort to, get the policy-making process initia tie d as soon as possible, that the draft ordinance could. be the subject of public input at the council meetings on 1.1117 , and 11/24 and possibly later', that the draft ordinance could be amended at any point along the way, that this ,h process is similar to the bill drafting and public hearing process in the state legislature, that Councilmember Klausing had spoken in favor of such. an ordinance during his campaign, and that time is of the essence in getting a special election ordinance enacted since a vacancy on the Council will exist on January 5 and it is possible this lorldin ance won 11 t apply to that vacancy if the ordinance is not in effect by that date.
