appealing in such a manner would be problematic. Therefore the Planning Division <br />recommends that the City Council act as the Board of Appeals. <br />d. ENFORCEMENT: Although not an issue under consideration, the Planning Division is <br />limited in its ability to enforce current violators of the sign ordinance. One such area is <br />temporary signs that appear on business lawns or within the public right-of-way almost <br />daily. Currently staff does not have the resources to enforce violators, however cleaner <br />regulations on what is allowed will lead to more conformance with the Code. <br />4.0 PLANNING COMMISSION ACTION <br />4.1 On July 2, 2008 the Roseville Planning Commission held the duly noted public hearing <br />regarding this request. At the meeting the Commission asked a number of questions of the City <br />Planner, most notably regarding the confusing language and/or square footage concerns. <br />4.2 The Commission discussed a text inclusion that affords greater flexibility for the medium used <br />for temporary signs: <br />a. Inserting but not limited to 99 after such as in Section 1010.03A3a <br />b. Keeping language in 1010.03A3a and b that was proposed for elimination <br />C. Changing the proposed temporary sign size fro 24 to 32 sq. ft. <br />d. Modifying the proposal to Section 1010.03 I I c into separate subsections versus a <br />single paragraph <br />e. Including language into the proposed MSP amendment giving discretion to the CD <br />Director to invite appropriate Department representatives to MSP hearings/approvals. <br />4.3 The Planning Commission voted (6-0) to recommend approval of the proposed changes to <br />Section 1010 of the Roseville City as amended. <br />5.1 On July 2, the Planning Division presented the "draft" amendment to the Planning Commission, <br />from which several corrections/changes were recommended along with the submitted proposal. <br />The following is the proposed amend as recommended by the Roseville Planning Division and <br />Planning Commission: <br />5.2 Chapter 1010.03 (PERMITS), subsection 3 a-c (TEMPORARY SIGNS - PERMIT REQUIRED9 <br />REN40VA DURATION, and SIZE) states the following,: <br />'DUA 41011 A I � <br />b.
