lls1Spvq+-J� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />M <br />Item Description.- Award Bid for 2008 Sanitary Sewer Main Lining <br />Date.- 08/25/08 <br />Item No..- 7.e <br />City Manager Approval <br />I BACKGROUND <br />2 The majority of the city's sanitary sewer mains were constructed in the late 1950's and early <br />3 1960's,, utilizing clay tile pipe. Over time the joint materials have failed allowing root intrusion. <br />4 The pipe is also susceptible to cracking and construction damage. The 2008 Capital <br />5 Improvement Plan includes funding for a sanitary sewer main lining program to extend the life <br />6 of our sanitary sewers by 50 years or more. This technology essentially installs a new resin pipe <br />"7 inside the old clay the sewer main without digging up city streets, which results in minimal <br />disruption to residents during construction. The liner pipe is inserted into the main through <br />9 existing manholes and cured in place with a heat process. Any given segment is usually <br />I ('-) completed in one working day. Service line connections are reopened using a robotic cutter and <br />"I'll remote cameras. During the process, existing flows are bypassed using pumps. This technology <br />12 has been proven over the past 20 years, and costs have become competitive with open cut <br />13 replacement. The City started doing this type of renovation in 2006 and will have an annual <br />14 project for the foreseeable future to replace our aging sewer infrastructure. This technology also <br />I prevents infiltration of groundwater into the system and can be credited toward our inflow/ <br />16 infiltration surcharge. <br />I ��7 <br />18 Staff assembled a specification and advertised for bids for approximately 4�4�90 lineal feet of <br />19 main lining in areas identified as having root intrusion or infiltration problems. The bid also <br />2 ('-) includes approximately 250 lineal feet of storm sewer that has a deteriorated pipe bottom and is <br />2 1 in need of reinforcement. Bids were opened on August 21, 2008. <br />22 <br />23 POLICY OBJECTIVE <br />24 It is city policy to keep utility infrastructure in good operating condition,, utilizing current <br />25 construction technologies that keep service disruption during construction to a minimum. Based <br />26 on past practice, the City Council has awarded contracts to the lowest responsible bidder. In this <br />27 case the lowest bidder is Veit & Company, Inc., of Rogers, Minnesota. <br />28 <br />29 FINANCIAL IMPACTS <br />3('.), We received two bids for the 2008 Sanitary Sewer Main Lining Project.
