Overall Summary of Recommended 2009 Budget <br />The City Manager's Recommended Budget provides.- <br />Maintenance of staffing without reduction in force <br />Maintenance of Cost of Living adjustments and benefits for employees <br />Creation and funding of an internal Technology Asset Replacement fund <br />Funding for anticipated increases in energy and vehicle fuel costs <br />Funding the completion of the Parks Master Plan <br />Funding of Police Patrol computer replacements <br />Funding of Fire Department Turn Out Equipment <br />The Recommended Budget does not.- <br />Further the strengthening of asset replacement funding mechanisms <br />Further the implementation of the strategic planning effort of departments <br />Fund additional requested positions, such as the Police Dept. Problem Oriented Policing <br />Unit ($,192,,000)1,, the Fire Dept. Supervisory positions ($,156,000)1, the Parks Maintenance <br />position ($,55,000), or the Public Works Streets Maintenance position ($,50,000), <br />Fund the Diseased & Hazardous Tree Program ($,48,000), <br />Increase funding to outside agencies <br />Additionally, stagnant operational spending will have some effects in reducing service levels, <br />such as.- <br />Reduced street seal coating (due to increased costs of petroleum based products) <br />Reduced contractual street maintenance <br />Reduced service level in facilities <br />Reduced staffing at Community events <br />Overall Property Tax Impact <br />If the City Council adopted the property tax levies described above, utilizing the full capacity of <br />the 3.9% property tax increase, and the Public Safety exception, the citywide property tax levy <br />will increase as follows.- <br />2009 Property Tax Levy $, 13,296,360 <br />Plus add'l for Public Safety Increases $, 444,220 <br />Total $13,740,580 <br />For the Fiscal Year 2009, the total property tax levy increase would be $,844,220 or 6.5% over <br />2008. For a typically valued home of $,235,000, the impact would be $,16 per year, or $,1.32 per <br />month,, holding all other factors constant.
