2009 — 2018 Capital Improvement Plan
Public Works
Pavement Management Program (Streets)
Reconstruction and Mill and Overlay of
Streets
The City street network currently is comprised
of 123 miles of paved streets. 28 miles of the
street system are MSA supported. This
infrastructure is managed with the assistance
of our Pavement Management System. The
system helps us track maintenance and
provides us with a pavement condition index
rating for applying pavement maintenance and
replacement policies. This provides for a
systematic approach to managing this
infrastructure in the most cost effective
manner.
Supports systematic programs for
infrastructure replacement
Annual budget recommendation to reflect
achieving predicted pavement condition index.
Energy cost impacts are driving up the
replacement costs for pavements at much
higher than anticipated inflationary rates. CIP
reflects todays anticipated needs for 10 years
utilizing today's costs in the budget model and
a 3% inflationary factor. This program is
supported by the Street Infrastructure Fund
and Municipal State Aid gas tax dollars.
Added 5 years to CIP. Adjusted capital needs
25
