Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 9/15/08 <br />Item No..- 13.a <br />City Manager Approval <br />Item Description.- Northeast Diagonal Corridor Discussion <br />I BACKGROUND <br />2 <br />3 Recently City staff and Mayor Klausing met with representatives of the City of Vadnais Heights to <br />4 discuss the Northeast Diagonal rail corridor and the creation of coalition of municipalities along the <br />5 corridor to advocate for the creation of a transit way. <br />6 The Northeast Diagonal runs from Minneapolis to Downtown White Bear Lake. As the Council may <br />"7 be aware,, in 2002,, there was a joint land use study spearheaded by Ramsey and Hennepin Counties that <br />identified several "opportunity sites"' in Roseville along the Northeast Diagonal that could be <br />9 redeveloped to complement transit services. The study emphasized the importance of the corridor in <br />I ('-) getting people to and from Roseville, a major employment hub. <br />"I'll In discussions with Vadnais Heights, it was determined that it is important to form a coalition quickly <br />12 in order to ensure that the Northeast Diagonal is contained in Metropolitan Council transportation <br />13 planning documents and work plans as well as to make sure that the Northeast Diagonal is emphasized <br />14 in each community's Comprehensive Plan along the corridor. <br />%1.11 <br />I Attached to this RCA is information prepared by Donn Wiski, Planning and Community Development <br />16 Director of Vadnais Heights that discusses the corridor and stresses the importance of municipalities <br />I ��7 working together to promote the corridor. <br />I POLICY OBJECTIVE <br />19 <br />2o The NE Diagonal Corridor is shown as a future transit corridor in the current Comprehenseive Plan and <br />2 1 the draft Comprehensive Plan Update. In addtion, the Imagine Rosevlle 2025 process identifited <br />22 promoting the future transit line as an important priority. <br />23 FINANCIAL IMPACTS <br />24 At this point,, there is not a definitive fiscal impact. If the City were to consider joining a consortium of <br />25 interested municipalities to promote and develop the Northeast Diagonal corridor, there would most <br />26 likely be a cost to the city to participate. <br />Page I of 2 <br />
