INTRODUCTION
<br />The City of Roseville has conducted an alternative urban area-wide review (AUAR for the Twin
<br />Lakes, redevelopment area in the northwest part of the City. It has been determined that the land
<br />use projections, proposed as part of the Twin Lakes, AUAR will have a significant impact on the
<br />City's, transportation infrastructure as a whole. More specifically, these land use projections, will
<br />have a direct impact on the roadway network immediately adjacent to the Twin Lakes,
<br />redevelopment area.
<br />As part of the Twin Lakes A UAR Update (adopted in October, 2007), three land use scenarios,
<br />were developed. Scenario A, from the Twin Lakes AUAR Update, represents, the intent of the
<br />comprehensive plan and is inclusive of all major land use redevelopment options,, based on a
<br />worst -case redevelopment scenario for traffic generation. Each of the other two redevelopment
<br />scenarios, (B and Q was developed with a conscious, effort to balance land use size and trip
<br />generation. Developing the proper balance between land use size and amount of trips, generated
<br />ensures, that feasible redevelopment alternatives, are reviewed in relation to their potential traffic
<br />impacts,. Scenarios, B and C are similar with their amount of traffic generated and require the
<br />same mitigation measures, on the adjacent roadway network to achieve acceptable operations,.
<br />For purposes, of this analysis, these two land use scenarios, were reviewed. Using information
<br />compiled from our review of these scenarios, we have prepared a summary allocation
<br />representing a cost per network trip. The summary allocation is broken down into three distinct
<br />land use categories: Residential, Commercial -office and Commercial -retail. A network trip is
<br />defined as a vehicular trip that moves, throughout the Twin Lakes, redevelopment area and the
<br />other adjacent intersections, identified in the Twin Lakes A UAR Update.
<br />As requested, we have completed concept layouts, and cost estimates, for each of the roadway
<br />infrastructure improvements, identified in the Twin Lakes A UAR Update (scenarios, B and Q and
<br />allocated the cost of these improvements, to the appropriate land use subsets, in the redevelopment
<br />area. In addition, we have developed a needs, assessment for the utilities, and associated cost
<br />estimates,. These utility costs, have been allocated to the respective Twin Lakes, redevelopment
<br />area blocks, as identified in the update documentation (see Figure 1: Twin Lakes, AUAR
<br />Boundary Map).
<br />Our work on this project includes, the following:
<br />• Comprehensive list of roadway infrastructure improvements, for the Twin Lakes,
<br />redevelopment area,
<br />• Concept sketches,, right-of-way needs, and preliminary cost estimates, for all roadway
<br />infrastructure improvements,,
<br />• Summary allocation of roadway infrastructure improvement costs, based on cost per
<br />network trip,
<br />• Preliminary cost estimates, for the public utility needs, in the area (sanitary sewer, storm
<br />sewer, water main)
<br />• Allocation of the utility costs, to the appropriate Twin Lakes, redevelopment area blocks,.
