ROADWAY IMPROVEMENTS
<br />As previously stated, there were 16 roadway infrastructure improvements, identified as part of the
<br />Twin Lakes, AUAR process. With City staff input, S has developed a comprehensive list of
<br />roadway infrastructure improvements, that are necessary to accommodate year 2030 traffic
<br />projections. All roadway infrastructure improvements, are based on scenario B and C impacts,
<br />identified as part of the Twin Lakes, AUAR Update. Attachment A includes, Table I (description
<br />of each improvement) and Figure 2 (aerial showing each improvement location).
<br />ROADWAY l�M�PROVE ENT' CONCEPT'SKETCHES
<br />Concept sketches, were prepared for each of the roadway infrastructure improvements, in order to
<br />provide a high-level overview of what the lateral impacts, are to adjacent property. The existing
<br />right-of-way and parcel data was taken into account when determining how to layout the
<br />respective concept sketches, of the recommended improvement. All roadway infrastructure
<br />improvements, are presented on aerials, in Attachment B (Figures, 3 -1.8 to better tie in the existing
<br />curb lines, and landmarks,. During the concept sketch development process, the following
<br />additional is,s,ues, were addressed and resolved-.
<br />A three-lane roadway section was recommended. During development of the concept
<br />sketch it was determined that sidewalk would be shown on the south side of the roadway,
<br />providing pedestrian access. Sidewalks, do not currently exist along this stretch of
<br />County Road D. The three-lane roadway section reaffirms, Ramsey County's, intentions,
<br />for this roadway as part of their Capital Improvement Program (CIP" .
<br />Fairview Avenue
<br />Intersections, along Fairview Avenue were recommended for geometric modification (i.e.,
<br />left -turn lanes, north and south along Fairview Avenue at County Road D and Lydia
<br />Avenue).
<br />After review of the existing right-of-way width and existing private driveway acces,s,
<br />along Fairview Avenue, it is recommended that a three-lane section be implemented
<br />along Fairview Avenue from County Road C2 to County Road D. The three-lane
<br />roadway section reaffirms, Ramsey County's, intentions, for this roadway as part of their
<br />clip.
<br />Twin Lakes Parkway
<br />Twin Lakes, Parkway did not dictate how to control intersecting roadways,. Therefore, a
<br />concept sketch was developed based on a review of the land use projections, immediately
<br />adjacent to Twin Lakes, Parkway and the potential for a north -south roadway bisecting
<br />Twin Lakes, Parkway. The concept sketch for Twin Lakes, Parkway includes, a
<br />disconnected north -south roadway segment between County Road C2 and County
<br />Road C, with roundabouts, at each of the intersections,.
