lk'111:obows'painf + <br />IKEPORT TO COUNCIL <br />Date.- March 3,, 2008 <br />Item No..- 13.b <br />Department Approval City Manager Approval <br />Item Description.- Emergency Medical Services Update <br />1 In May 2006, Council received a joint presentation from the fire department, police department, <br />2 and Allina Medical Transportation on the history and current emergency medical services (EMS) <br />3 provided in Roseville. The presentation included explanations about how medical calls are <br />4 handled in the city, the differences in training and skill levels between afirst responder, an <br />5 advanced emergency medical technician (EMT) and a paramedic. The presentation noted.- <br />6 1. Medical services are provided in a collaborative effort by fire, police, and Allina. <br />"7 2. Allina provides all the medical supplies and training for the fire department. <br />8 3. Allina provides the medical direction for the fire department. <br />91 4�. The addition of fire department advanced EMTs responding to medical calls required no <br />10 additional budget allocation. <br />'I '1 5. There was proposed legislation to allow first responders to bill for services. <br />,12 At the time of the presentation, the fire department had 5 months of experience providing <br />,13 advanced level medical first-responder care. Council asked for a one-year follow-up presentation <br />,14 on the status of the EMS system. <br />,15 1. Medical calls in 2007.- 3,349. <br />,16 2. Fire department average response time.- 3.-26. <br />,1 "7 3. Allina average response time.- 7A8. <br />18 4�. Fire department advanced medical skills performed in 2007.- 646. <br />19, 5. Fire department medical training hours.- 1,600+ <br />20 6. Fire department will add Glucagon to list of medications in March 2008. <br />2 1 In summary, the partnership between Roseville Fire, Roseville Police, and Allina Medical <br />22 Transportation is working as anticipated.
