This was the first time the city had hired full-time employees in a trial <br />4 bases. This concept was designed to allow the fire department to test pilot a limited number of <br />5 full-time positions to help alleviate critical daytime staffing shortages. When these positions <br />6 were proposed, we had three main objectives.- <br />"7 1. Eliminate part-time personnel from working full-time hours. <br />8 2. Stabilize daytime staffing shortages. <br />91 3. Fund the positions within the existing fire department budget. <br />'10 All three objectives were met. <br />Additionally, we are able to report the following related data <br />,13 1. 4�2% of all emergency calls occurred between 6.-00am-6.-OOpm,, Monday-Thursday the <br />,14 hours covered by the full-time firefighters) <br />,15 2. While the full-time firefighters helped to stabilize the staffing shortage, 90% of all <br />,16 weekday-daytime shifts remained understaffed.* <br />,1 "7 3. 4�6% of all shifts (24 hours-a-day), were understaffed* in 2007. <br />18 4�. The two full-time firefighter positions helped to prevent the cancellation of shifts due to <br />19, short staffing. <br />20 5. Duties performed by full-time firefighters relieved part-time staff of approximately 1,000 <br />2,1 hours of work that would have been performed off-shift. <br />22 <br />23 A fully staffed shift consists of five trained firefighters. <br />24 POLICY <br />25 The city does not have a policy regarding the hiring of limited term full-time employees. This <br />26 unique approach was offered as a mechanism to allow for a trial of full-time firefighters in the <br />27 fire department. <br />Page I of 2 <br />
