It could <br />dramatically boost the speed and reliability of any future public safety wireless network <br />by providing fiber backhaul. <br />If connectivity and capacity were available, Mounds View would like to, use <br />videoconferencing for crin nal arraignment,. Cuffently crijrr:nal,s are transported <br />downtown for arraignment, but if videoconferencing were, av all ablic it might el .run ate the <br />need to transport prisoners. <br />Capacity needs peak during emercremcies as the needs to -share and distribute, information <br />in a fast and secure manner increase. During a regilonal emergency, distribution of <br />information can be managed and shared scamliessly among jurisdictions through <br />pro cTrarns such as WebEOC. In addition New Brighton is the Back-up, B10C1 site for the <br />State of Minnesota. Additional connectivity can be, used to enable videoconferencing and <br />transfers of large data from the State databases to New Brilcy a, ton durin a m <br />n emergency,. <br />'>h <br />Schools.- Schools need to maxinfize scarce resources by sharing technology. A move <br />toward centralized or shared services/management system maims zes efficiency and <br />iTanimizes the cost of resources to support and distribute applications. Througb an <br />expansion of high-speed hicrh-capacity connectivity to schools the shannIg of <br />professional development and distance-learning programs are possible. The connectivity <br />can be extended beyond current NSCC franchl'se boundaries 'to ensure that all schools are <br />served. This is important because education is moving more and more toward a <br />technology -based curriculum and broadening the. beaming base from textbooks to online <br />programs and other uses of the web. <br />Library: The libraries desire the capability to provide 21" Century applications, to <br />patrons. E-books, video on demand, audio book downloads, and access to Internet-based <br />databases are critical needs. The Ramsey County Library wants to expand Internet access <br />for the underserved and to distribute applications and updates to roarfu'nio, laptiops.
