I <br />Memorandum <br />To: City Council Members <br />CC: <br />From: Captain Math�wig <br />Date: February 20, 2008 <br />Re: Lake Owasso Ski Jump course <br />In April of 2007', the Council held a public hearing to discuss the water ski <br />jump an�d slalom course on Lake Owasso., Several members of the public <br />expressed their views of the course., Essentially, the public comments were <br />mixed in their views of the course an�d jump an�d dealt with the following <br />general themes: <br />• Increased activity on the entire lake <br />• Pot en�tial impacts on fishing <br />• Actual use of the course an�d ski jump <br />• Use of chemicals to control weeds <br />Council members posed several question�s related to the course an�d ski jump <br />an�d revolved around the following themes: <br />• If city code regulated activity on lakes within Roseville (Note-, per City <br />Attorney Scott An�derson�'s response, city code has no regulatory <br />language for activities on lakes within Roseville) <br />o T'h�e State of Min�n�esota an�d Ramsey County are the regulatory <br />authorities for this issue on Lake Owasso <br />• If the jump could be moved to another location on the lake (Note-, per <br />Lake Owasso Safe Boatin�g Association member, Mr., Gallop, the jump <br />is an�ch�ored in the only solid ground available in the lake) <br />• Wh�o set the hours of operation for the jump an�d course (Note-, per <br />Ramsey County Park Ordin n�ce the public boat ramp is open from <br />5AM to 1 OPM an�d members of the safe boaters association h ere a <br />self-imposed daily opening time of 7.1 30 AM on weekdays an�d 8,.130 <br />AM on weekends, the Ramsey County Sheriff's Office cannot enforce <br />the self-imposed times) <br />• If public input brought forward at the public mooting could be <br />forwarded to the Ramsey County Sheriff's Department (Note-, a letter <br />
