Speciflic amendments to the Zoning Colde include the creation of the Single- <br />4 Family Residential Zoning Overlay District for lots platted prior to May 21, 1959, and a <br />5 text change to Sect-Ion 100 1.0 1(B to clarify the purpose of the Zoning Code. Specific. <br />6 amendments to the Subdivision Code will include the clarification of Section 1104,05 <br />7 Procedure for Variances anct ciaritication of Section 110:3,06 Lot Standards as it relates to <br />�8 side lot lies, public streets, and driveway placement. <br />9 <br />10 2,0 BACKGROUND <br />11 2.1. As part of an interim ordinance on sing ie- tam ily residential lot splits, the City Council <br />12 convened the Single-Family Residential Lot Split Advisory Group to study issues around <br />13 the subdivision of existing single-family lots 'Into two or more lots. In a report dated May <br />14 14, 2007, the Advisory Group presented the City Council with a series of 0, <br />15 recommendations to the zoning and subdivision ordinance related to the subdivision of <br />16 these parcels. <br />17 2.2, On June 11, 2007, the City Council held a public meeting to to corn Ment from <br />18 Roseville reside nts on, the recommendations made 'in the Single - Family Residential Lot <br />19 Split Study Final Report. At that time, it was suggested that the Council would discuss <br />20 next steps at the August Council Work Session, <br />21 2.3 On June 18, 21 7, the City Council formally received the Single-Family Residential Lot <br />22 Split Study Final Report., <br />23 2.4 On august 2+ 2007, the City Council directed staff to implement several of the <br />24 recommended zoning and subdivision ordinance amendments made by the Advisory <br />25 Group, including those related to subdivision variance language (B.2.), perpendicular lot <br />26 lines (B.3.), private streets (BA.), driveway locatilion, (B.5.), creation of a zoning overlay <br />27 district (C.4.), evaluation of fees (C.5.), the zoning preamble (C-6.), and environmentally <br />28 friendly development practices (W.). <br />29 2.5 On Octobe`r3, 20:07, the Planning Commission opened, the public hearing for proposed <br />30 changes to the Zoning and Subdivision Ordinances. Planning Commissioners discussed <br />31 the proposed amendments, requested several changes, including adding a definition of <br />32 overlay zoning within the definition section; the addition of the Single-Family <br />
