,JJ 6.2 Im"act on traffic: The applicant owns another store of a similar size in Minneapolis <br />F <br />which is open Monday- S aturday until 10:00 p.m. each night and serves 1,100 customers <br />65 per week. While Fridays and Saturdays are busier than the other days, the store generates <br />66 an average of about 183 vehicle trips per day, which is roughly equivalent to a video <br />6 7 rental store. By contrast, other uses permitted without a CUP could generate average <br />68 daily vehicle trips ranging from 252 (for a walk-in bank) up to 1,400 (for a fast food <br />restaurant without a drive-through). The Planning Division has thus determined that the <br />70 proposed use would have a significantly smaller impact on traffic than other permitted <br />7 1 uses. <br />7 11 <br />1""?, 6.3 Impact on parks, streets and other public facilities: Because the proposed off-sale <br />'73 liquor store would increase the traffic on County Road B (on which nearly all of the <br />TI, automobile traffic would travel) by less than 2% the Planning Division has determined <br />'75 that the proposed off-sale liquor store will not have an adverse impact on the City's <br />'76 streets or parks, the nearest of which is half a mile away. <br />7 7 6.4 Compatibility ,,, with contiguous properties: There are no proposed changes to the <br />'78 structures, parking area, or landscaping for the off-sale liquor store use that would affect <br />contiguous properties differently than the site currently does. <br />6.5 Impact of the use on the market value of contiguous properties* When a property is <br />111`1'1111 1 <br />assigned Zoning and Comprehensive Plan land use designations, careful consideration is <br />given to protecting the value of surrounding properties. In light of this, and because the <br />3 <br />proposed off-sale liquor store is among the uses that are allowed in the B-3 Zoning <br />111"111111111111 <br />District and is consistent with the "business" designation of the Comprehensive Plan, the <br />5 <br />Planning Division has determined that the proposed off-sale liquor store will not have an <br />6 <br />adverse impact on the market value of contiguous properties. <br />6.6 Impact on the general public health, safety, and welfare* Police Department staff has <br />indicated that a liquor store in the proposed stand-alone building is of no more concern <br />than a liquor store that would be permitted in the adjacent strip mall without a CUP; the <br />Planning Division therefore believes that the proposed off-sale liquor store will have no <br />'J" discernable impact on the general public health, safety, and welfare. <br />6.7 Compatility with the City's Comprehensive Plan* Off-sale liquor stores in certain <br />3 buildings are permitted uses (and the proposed off-sale liquor store is a conditionally <br />permitted use) in the B-3 General Business District and are compatible with the <br />5 Comprehensive Plan designation of Business. <br />6 7,0 RECOMMENDATION <br />9/,, 7 7*1 Based on the recommendation of the Planning Commission and the comments and <br />findings outlined in Sections 5 and 6 of this report, the Planning Division recommends <br />approval of the request for a CONDITIONAL USE PERMIT to allow the proposed off-sale <br />100 liquor store to operate in compliance with the requirements and regulations established in <br />101 § 1004.01G of the Roseville City Code. <br />P F 0 0 0 <br />Page 3 of 4 <br />
