I`°S'p,aE-41+4 <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date.- 09/22/08 <br />Item No..- 7.e <br />City Manager Approval <br />Item Description.- Renewal of Ramsey County GIS User Group Joint Powers Agreement <br />I BACKGROUND <br />2 The Ramsey County GIS Users Group is seeking the renewal of its Joint Powers Agreement for <br />3 the three-year period 2009-2012. Previous agreements have been approved by Council at the <br />4 July 28, 1997, January 10, 2000, September 15, 2003 and November 11, 2005 meetings. The <br />5 new agreement contains no modifications from the previous agreement other than change of <br />6 dates. <br />"7 <br />8 POLICY OBJECTIVE <br />9 The Ramsey County User Group is an alliance formed in 1995 between public agencies <br />I ('_) interested in using geographic information systems (GIS) and data that has been created and <br />"I'll maintained by Ramsey County. Each member organization adds its own unique data to that <br />12 supplied by the County as part of the agreement to create a rich and powerful tool to assist in <br />13 organizational decision-making and day-to-day procedures. The Users Group is seen as a model <br />14 in the metropolitan area in how units of government can work in collaboration to effectively <br />I exchange and utilize GIS data, services and knowledge. <br />16 <br />I FINANCIAL IMPACTS <br />I The annual fees for the Ramsey County city members are based on population. The proposed <br />19 2009 fees for Roseville are estimated at $3,400.00. As a member of the Users Group, Roseville <br />2 ('_) is supplied with monthly updates to Ramsey County GIS data and is provided physical features <br />2 1 and aerial photography updates. Working together through the Users Group allows the Ramsey <br />22 County city members significant cost savings in maintaining and purchasing of essential GIS <br />23 data. <br />24 <br />25 STAFF RECOMMENDATION <br />26 After review of the agreement by the City Attorney and subsequent approval, staff recommends <br />2 7 that the Joint Powers Agreement be signed to enable the City to continue to operate as a member <br />2, of the Users Group. <br />29 <br />Page I of 2 <br />
