Establishment of Housl*ng Improvement Area for Westwood Villa e I (HF0052) 0 1.0 Background 1.1 On September 12,2006 a petition of the owners within Westwoold Village I was received 'by Roseville City staff. (attached) Per the statutory requirements, Mn Statute 4128A.12, the area must include 25% of the owners within the proposed ILIA to sign the petition 'before it can be considered by the City. a. With 47 total units, Westwood Village I collected signatures from 8,3 % of the owners, 39 signatures. The petition specifically requests that the City set a 12ubli*c hearing to consider the adoption of an ordinance establishing a housing improvement area. Ordinances can only be adapted by the City Council. 1.2 The following is the process in response to the petition, a. October 9,2 0 0 6 Council Meeting i. Council accepts the petition as adequate in that the required numbers of signatures at least 25%) needed to consider ordinance. ii. Council set a public hearing to consider establishment of a Housing Improvement Area consisting of parcels encompassing Westwood Village I for December 18, 006. 'b.
