These crosswalks provide adequate connections to <br />area schools, parks, and trails. No other pedestrian accommodations are currently recommended. <br />CONCLUSIONS AND RECOMMENDATIONS <br />Based on the analysis, the following conclusions and recommendations are offered for your <br />consideration.- <br />• Results of the existing operations analysis indicate that all key intersections currently operate <br />at an acceptable overall LOS A during the a.m. and p.m. peak hours with existing traffic <br />control and geometric layout. All side-street delays are considered acceptable and do not <br />require mitigation. <br />• The proposed development site, currently vacant, will be converted to a 28-unit single-family <br />residential development. Access to the development will be provided via new roadways that <br />will connect with County Road C2 to the east and Fernwood Street to the west. <br />Based on existing area growth patterns and historical average daily traffic (ADT) volumes, <br />an annual growth rate of one percent was applied to the existing peak hour volumes to <br />develop year 2013 background traffic forecasts. <br />As part of the proposed development, new roadway connections will be constructed at <br />County Road C2 to the east and Fernwood Street to the west. <br />o Based on the observations completed during the a.m. and p.m. peak hours, approximately <br />110 vehicles per day (vpd) may change their travel pattern from Josephine Road to the <br />proposed roadway connection and County Road C. <br />Results of the year 2013 build operations analysis indicate all key intersections will continue <br />to operate at an acceptable overall LOS A during the a.m. and p.m. peak hours with the <br />existing geometric layout and traffic control. Impacts to side-street delays at the key <br />intersections will be minimal and no queuing issues are expected. <br />Eliminate the cul-de-sac located at the proposed roadway connection with County Road C2 <br />to reduce driver confusion and improve safety <br />o Requires modification of existing driveways located along the cul-de-sac <br />Ensure proper traffic controls are installed at the new internal intersection within the <br />proposed development <br />o The eastbound movement should be stop controlled <br />• Install traffic control at the Fernwood Street and Merrill Street intersection (currently <br />uncontrolled) <br />o The eastbound movement (Merrill Street) should be stop controlled <br />Extend the proposed trail along the north side of County Road C2 to Merrill Street or provide <br />a pedestrian ramp to County Road C2 near the western property line of the proposed <br />development <br />H:\PrQjects\7366\TS\Report\l 102227366 Draft Pull e Homes—Roseville Traffic Stu. y.doc <br />Page 11 of 11 <br />
