Attachment F <br />1 Consider a Resolution Approving the Request by Pulte Homes of MN, ITC' for a <br />2 Preliminary Plat of the resi dent ially-�zoned property in the NW corner of Lexington <br />'3 Avenue and County Road C-2 <br />Community Development Director Patrick Trudgeon reviewed the request of Pulte Homes to plat <br />5 the northwestern comer of the parcel at the intersection of Lexington Avenue and County Road <br />6 C-2 to accommodate twenty-eight (28), or lots. Mr. Trudgeon advised that plat <br />7' proposals were reviewed primarily to ensure all proposed lots met minimum size requirements of <br />8 the City's Zoning Code, and that adequate streets and other public infrastructure were in place or <br />9 identified and constructed; and that storm water was addressed to prevent any problems on <br />lo nearby properties or within the City's storm water system itself. <br />11 Mr. Trudgeon briefly reviewed staff s analysis, through the Development Review Committee <br />12 (DRC)I,, a body comprising staff from all City Departments, and their findings pertinent to the <br />1'3 plat; and as detailed in the Request for Council Action dated March 21, 2011. <br />14 The staff report included several submittals.- Tree Preservation Summary (Attachment D), for <br />15 Josephine Wood dated February 24, 2011 by Alliant Engineering, Inc.; Pulte Homes Traffic <br />16 Study (Attachment E), by SRF Consulting Group, Inc.; written Comment received to-date by <br />1 7' staff (Attachment E); and DRAFT Planning Commission Meeting Minutes dated March 2, 2011 <br />18 (Attachment G). <br />19 Mr. Trudgeon pointed out corrections to the Drainage Plan as part of conditions of approval; and <br />20 noted that Pulte Homes would need to enter into a Public Improvements Contract with the City <br />21 for construction of roads and public utilities in conjunction with the Final Plat coming forward; <br />22 and other conditions as detailed in the RCA. <br />2'3 Staff recommended approval of the PRELIMINARY PLAT of the property in the northwest <br />24 comer of Lexington Avenue and County Road C-2, based on the comments and findings of <br />25 Sections 4-6 and the conditions of Section 7 of the RCA dated March 21, 2011. <br />26 At the request of Mayor Roe, Mr. Trudgeon reviewed the next steps in the process as the <br />2 7, applicant prepares the Final Plat to be recorded with Ramsey County; their development and <br />28 submission of final grading and drainage plans, and final street plans, receipt of the necessary <br />29 watershed district permits, staff review of each component submitted during the process; and <br />'30 negotiation by staff of a Public Improvement Contract between the developer and City for City <br />'31 Council approval, with each document recorded prior to construction start,, anticipating a <br />'32 minimum of six (6), weeks to two or three (2-3), months before returning to the City Council for <br />'3'3 action. <br />Discussion among Councilmembers and staff included Attachment C pathway connections, with <br />'35 Ms. Bloom confirming a continuous pathway along County Road C-2, crossing the new <br />'36 Fernwood Street at a width of eight feet (8); confirmation of drainage requirements on-site and <br />N3 7' mitigation requirements; performance requirements of the City of Roseville and the Rice Creek <br />'8 Watershed District to maintain water quality and remove phosphorus; eventual drainage into the <br />'39 wetland across Lexington rather than into Lake Josephine through use of a diversion pipe <br />14,,0 installed by the City with EPA grant funds in 1976; warranty periods to ensure compliance and <br />141 functionality of infrastructure in the development; delay in installing the bituminous wear coat <br />142 until all work is confirmed and tested; and easement signage to educate homeowners related to <br />4,'3 overall stormwater management. <br />Page I of 7 <br />
