k,14L& <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date.- 8/8/11 <br />Item No..- 13. a <br />City Manager Approval <br />Item Description.- Consider Updates to the Erosion and Sedimentation Control Ordinance <br />M� <br />2 It has been five years since the City adopted the Erosion and Sedimentation Control Ordinance <br />3 (ESC) Ordinance. Over the course of implementing the Ordinance, staff has been identifying <br />4 items that should be changed within the ordinance to make implementation better meet the needs <br />of the City of Roseville. The Minnesota Pollution Control Agency suggested additional changes <br />6 to the ordinance during our SWPPP audit last year that we would like to incorporate to help <br />"7 clarify the ordinance. <br />8 The Public Works Environment and Transportation Commission recommends the City Council <br />9 consider adopting the updates to the Erosion and Sedimentation Control Ordinance. This <br />'10 ordinance was originally adopted by the City Council on January 28, 2008. Attached is the draft <br />ordinance for this discussion. <br />12 The City of Roseville is a Municipal Separate Storm Sewer System (MS4) city enrolled in the <br />13 MPCA stormwater program. Under the stormwater program, MS4�s are required to develop and <br />14 implement a Stormwater Pollution Prevention Program (SWPPP). The SWPPP must cover six <br />1 f.t minimum control measures.- <br />1 1 0 Public education and outreach; <br />1 7 0 Public participation/involvement; <br />1 (, 0 Illicit discharge,, detection and elimination; <br />'19 0 Construction site runoff control; <br />20 0 Post-construction site runoff control; and <br />21 0 Pollution prevention/good housekeeping. <br />22 The 'IS 4 must identi best management practices 'IPs), and measurable goals associated <br />23 with each minimum control measure. An annual report on the implementation of the SWPPP <br />24 must be submitted each year. The City's Erosion and Sedimentation Control (ESC), Ordinance is <br />25 one of the requirements of the City's SWPPP. <br />2�,,,,,, This ordinance will be moved out of the Zoning Code and into the Storm Water Code, <br />27 s pecifically 803.04. This is the same chapter as the Illicit Discharge Ordinance (803.3), and the <br />2' future location of the City's Storm Water Drainage Ordinance. <br />29 POLICY OBJECTIVE <br />3o The City's Comprehensive Plan and the Comprehensive Storm Water Management Plan discuss <br />31 the importance of protecting the city's water resources. This ordinance is consistent with that <br />32 objective. The Public Works Environment and Transportation Commission has reviewed the <br />33 proposed changes and recommends their adoption. <br />zm� <br />
