Larpenteur Avenue, it would reduce the frequency.
As discussed previously, the developer is on a tight time schedule for this work. There is 4 to 6
week lead time for ordering of the pipe for the system, since the system goes under the parking
lot the window for completing the work is rapidly closing. As a result, if the City is interested in
partnering on a joint system the developer is asking for a firm commitment by May 23rd so that
they can move ahead with ordering the materials for the system. Since May 19th is the last
meeting until June, we are asking the Council for authorization to move ahead with the project at
this time. we are working on finalizing the agreement with the property owner. However, do
not have an agreement for the Council to approve at this time.
If we are unable to partner on this system at this time, the City will need to continue to look for
other locations for volume reduction in this subwatershed.
FINANCIAL IMPACTS
The proposed joint system has been bid as an alternate, the bid for the infiltration area is
$660,000, with additional costs to construct the pipe and control structure that would divert the
water from the City's existing pipe to the system of $105,068. According to our discussions
with the developer, this would mean a total City cost of $435,068. Staff would propose to fund
the City's portion of the system using storm water infrastructure funds.
Also, Capitol Region watershed District would credit the City for the volume reduction; this
credit could be applied to future City street projects where construction of infiltration basins
would not be practical because of clay soils.
STAFF RECOMMENDATION
Staff is requesting that the City Council approve the construction of the joint storm sewer system
and authorize staff to finalize negotiations with the property owner and developer.
REQUESTED COUNCIL ACTION
Approve the construction of the joint storm sewer system and authorize staff to finalize
negotiations with the property owner and developer.
Prepared by: Debra Bloom, City Engineer
