Department Approval
x ,nt4
Rlskspvlffi
REQUEST FOR COUNCIL ACTION
Date: 4114108
Item No.: 7.d
City Manager Approval
Item Description: Authorizing the Purchase of OSHA- Required and Safety- Related Items
BACKGROUND
In the 2008 Budget, the City Council earmarked $50,000 for the purchase of OSHA - required and safety-
related items. This appropriation was made to address a number of workplace safety concerns and issues
that were identified in a recent OSHA inspection.
Subsequent to the OSHA inspection, the City retained a new loss - prevention consulting firm which met
with the Employee Safety Committee to determine how the $50,000 should be spent. Safety Committee
representatives also met with the City Manager and Department Heads in making a final determination.
Based on this review process, Staff has identified the following purchases:
•'• Ammonia alarm at the OVAL
$ 5,000
•'• Flammable cabinet for solvents
1, 000
•'• Trench box
10, Soo
•'• Traffic warning signs
1,500
•'• Chain saw gloves
450
•'• Truck - mounted manhole puller
500
•'• Tripod for confined space entry
800
•'• Firefighter winter j ackets
15 , 3 2 0
•'• Safety barricades
2,930
Total $ 50,000
In addition to these items, Staff also made a number of operational changes and replaced a few smaller
items with funds available in departmental operating budgets. Together, this should address all of the
concerns identified in the recent OSHA inspection.
It should be noted that while the $50,000 appropriation allows the City to address the most pressing needs,
it is anticipated that additional monies will be needed for 2009 and in subsequent budget years as OSHA
requirements change and as equipment becomes obsolete.
POLICY OBJECTIVE
The City of Roseville is subject to the requirements set forth by OSHA, and therefore must address any
OSHA - related concerns or issues. In addition, the City is committed to ensuring a safe workplace for
employees and safe areas for visitors in City facilities and on City property.
