Rskspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />1�- <br />Item Description: Award Bid for County Road C Streetscape Project <br />Date: 4/14/08 <br />Item No.: 7.h <br />City Manager Approval <br />BACKGROUND <br />The County Road C Streetscape Project consists of the following work: <br />• Pedestrian sidewalk connection under the I -35w bridge for the County Road C regional <br />pathway. <br />• Corridor landscaping improvements along the boulevards and medians by installing 8,238 <br />perennials, 584 ornamental trees, and 240 over -story trees along the entire length of County <br />Road C between Long Lake Road and Oxford Street. <br />• Landscaping for the storm water facilities at Howard Johnson Park, City Hall, and Oxford <br />Pond with 510 shrubs, 3,100 rain garden plants, & split rail fence. <br />• Construction of an overlook at the Fairview/ County Road C Pond <br />• Installation of pedestrian countdown timers at signals in the Corridor. <br />• City Hall signage at the northwest corner of County Road C and Lexington. <br />Bids were solicited during February and March and were opened on Thursday, March 20, 2008. <br />Based on the bids received, staff recommends award. <br />POLICY OBJECTIVE <br />Based on past practice, the City Council has awarded the contract to the lowest responsible <br />bidder. In the case of County Road C Streetscape Project, the lowest bidder is Park Construction <br />Co, of Hampton, Minnesota. we have checked the contractor's references and found them to be <br />satisfactory. <br />FINANCIAL IMPACTS <br />We received seven bids for this project. The low bid submitted by Park Construction Co, <br />$579,927.77, is 35% lower than the Engineer's construction estimate of $887,851.00.
