Exhibit A <br />Notice of Public Hearing <br />Notice is hereby given that on Monday, June 30, 2008, at 6:00 P.M., in City Hall Council <br />Chambers, 2660 Civic Center Drive, Roseville, Minnesota, a public hearing Will be held by the City <br />Council of the City of Roseville, Minnesota (the "City "), regarding a plan to issue not to exceed $9,000,000 <br />aggregate principal amount of Adjustable Rate Demand Revenue Bonds, Series 2008 (Northwestern <br />College Project), of the Colorado Educational and Cultural Facilities Authority (the "Authority "), in one or <br />more series (the "Bonds "). The proceeds of the Bonds will be loaned to Northwestern College (the <br />"Institution "), a Minnesota nonprofit corporation to: (a) finance the costs of, or reimburse the Institution for <br />the costs of, certain higher education facilities and related costs, including but not limited to (i) acquisition, <br />renovation and equipping of an office building located at 2803 Lincoln Drive, Roseville, Minnesota 55113, <br />(ii) planning and capital construction costs of campus roadways and a parking facility on the Institution's <br />main campus located at 3 003 Snelling Avenue North, St. Paul, Minnesota 5 5113 (the "Main Campus ") and <br />(iii) capital campus landscaping costs on the Main Campus (collectively, the "Prof ect " ); (b) fund capitalized <br />interest on the Bonds, if any; (c) fund any required debt service reserve fund; and (d) pay certain costs of <br />issuance of the Bonds, including initial costs of any credit enhancement. The Institution is the initial <br />owner, operator or manager of the Project. <br />The Bonds or other obligations, as and when issued, will not constitute a charge, lien or <br />encumbrance upon any property of the City. Such Bonds or obligations will not be a charge against the <br />general credit or taxing powers of the City, but are payable from sums to be paid by the Institution pursuant <br />to a revenue agreement. <br />Interested persons wishing to express their views on the issuance of the Bonds or on the nature or <br />location of the Facilities proposed to be financed or refinanced may attend the public hearing or, prior <br />to the time of the hearing, submit written comments to the City Finance Director- Treasurer, 2660 Civic <br />Center Drive, Roseville, Minnesota 55113. <br />CITY of ROSEVILLE, MINNESOTA <br />By: Isl William J.
