Department Approval <br />Rs&spv�:E <br />REQUEST FOR COUNCIL ACTION <br />Date: 6/0 9/0 S <br />Item No.: 12. c <br />City Manager Approval <br />Item Description: Consultant Selection for Twin Lakes Infrastructure Improvement Design Work <br />BACKGROUND <br />On March 17, 2008, the City Council authorized staff to solicit a Request for Proposals (RFP) to <br />complete design work for the municipal infrastructure improvements within and adjacent to the Twin <br />Lakes AUAR Subarea I. These include: <br />• Intersection improvements at County Road C and Cleveland Avenue <br />• Cleveland Ave / 135W ramp and intersection improvements <br />• Intersection improvements at Fairview and Terrace Drive <br />• Twin Lakes Parkway from Cleveland Ave. to Fairview Ave <br />• Mount Ridge Road from County Road C2 to Twin Lakes Parkway <br />• Prior Avenue south of Twin Lakes Parkway to County Road C <br />• Municipal utilities including sanitary sewer, water, and stormwater. <br />We sent out 10 request for proposals to qualified engineering firms. We received 5 proposals from the <br />following consulting companies: Bolton & Menk, Inc., Kimley- Horn & Associates, SEH, Inc., SRF, <br />and WSB & Associates. <br />The proposal evaluation team consisted of staff from Parks & Recreation, Community Development, <br />Administration, Finance, and Public Works, including the following members: Lonnie Brokke, Jeff <br />Evenson, Patrick Trudgeon, Jamie Radel, Chris Miller, Bill Malinen, Duane Schwartz, Kristine Giga, <br />and Debra Bloom. After reviewing the proposals, the team invited two of the firms, Kimley- Horn & <br />Associates and WSB & Associates, in for an interview to better understand certain aspects of their <br />proposal and to evaluate each firm's approach to the project. <br />Both firms are highly qualified with capable staff and adequate resources to deliver a quality product. <br />Both firms provided the City with a well thought out proposal that proved their understanding of the <br />project and described their approach to design. <br />The staff conducted the interview with the intent to better understand the assumptions that each firm <br />made when preparing their proposals. We also wanted to determine which firm was the "best value" for <br />the City. After careful deliberation, staff is recommending that we enter into a contract with WSB & <br />Associates to complete this work. What we found was that while both firms could do an exemplary job <br />on the design of these improvements, staff felt that WSB & Associates provided the City with the better <br />value. Items that they included in their proposal, that were not included in Kimley - Horn's proposal; a <br />comprehensive storm water model for the entire Twin Lakes SubArea I, coordination with the <br />developers/ property owners to ensure that the City's infrastructure works seamlessly with the private <br />Page 1 of 2 <br />
