Department Approval <br />K%k <br />Rls�&Spvl� <br />REQUEST FOR COUNCIL ACTION <br />Date: 06/09/05 <br />Item No. 7.d <br />City Manager Approval <br />Item Description: Amending the Joint Powers Agreement With the City of East Bethel <br />BACKGROUND <br />On August 5, 2005, the City of Roseville entered into a Joint Powers Agreement (JPA} with the City of <br />East Bethel for limited information technology support; primarily email service. The City of East Bethel <br />now wishes to expand the JPA to include full network and desktop support, and management of their <br />licensing, anti - virus, and spam filtering services. <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) for the joint exercise of powers that are common to each. Over the past several <br />months, the City of East Bethel and the City of Roseville have held on -going discussions in regards to <br />expanding the level of information technology support provided by the City of Roseville. <br />The attached JPA has been approved by the City of East Bethel and is awaiting approval from the Roseville <br />City Council. <br />POLICY OBJECTIVE <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />the Imagine Roseville 2025 process. <br />FINANCIAL IMPACTS <br />Both the existing and amended JPA provide non -tax revenues to support City operations. The hourly <br />rates charged to other cities are approximately twice the total cost of the City employee; yet substantially <br />lower than could be obtained from private companies — hence the value to other cities is greater. <br />There is no immediate budget impact. The presence of these JPA' s along with existing revenue sources <br />is sufficient to fund the City's added personnel and related information systems costs. <br />STAFF RECOMMENDATION <br />Staff recommends the Council approve the attached JPA <br />Page 1 of 2 <br />
