Rskspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Date: 0/10/2008 <br />Item No.: 7.d <br />Department Approval City Manager piroval <br />Item Description: Contract between City of Roseville and MidAmerica Auctions for vehicle <br />storage. <br />BACKGROUND <br />The City of Roseville Police Department takes into its possession many vehicles during the year <br />through forfeiture action as applied by Minnesota State Statute. Currently all forfeited vehicles <br />are stored in two places, the lower City garage beneath the police department or underneath the <br />City of Roseville water tower. Vehicles of above average value are stored in the lower City <br />garage, which has limited space. These above average in value vehicles forces marked or <br />unmarked squads to be parked outside leaving them vulnerable to the natural elements and/or <br />vandalism. All other vehicles parked at the current outdoor location are not only vulnerable to <br />the elements of weather, but are subject of vandalism or theft, thus depreciating the value of the <br />vehicle and the monetary amount the City would recover through auction. Finally on <br />04/17/2008, the Minnesota Department of Health stated, "the City is strongly encouraged to <br />remove the impounded vehicles from the base of the tower. Continuing storage of vehicles at <br />this site could pose a security threat to the water system." The City does not own any other <br />facility or building which is open and secure, nor has one budgeted which could store vehicles <br />forfeited by MN State Statute. <br />POLICY OBJECTIVE <br />N/A <br />FINANCIAL IMPACTS <br />There will be no financial impact to the City of Roseville with entry into this contract with <br />MidAmerica Auctions. MidAmerica Auctions will have a storage fee for housing the forfeited <br />vehicles, but will only collect in two circumstances. 1) If the court orders a return of the vehicle <br />the storage fee will be paid in full by the owner of said vehicle. 2) If the City becomes the titled <br />owner of the vehicle and the vehicle is sold at auction the auctioneer will receive a consignment <br />fee from the sale, but no storage fees. <br />STAFF RECOMMENDATION <br />Approve the contact as drawn up by the City Attorney's office enabling the City of Roseville <br />Police Department to enter into a yearly contact with MidAmerica Auctions to store forfeited <br />vehicles in a secure off -site indoor location freeing up City garage space, maintain monetary <br />vehicle value and comply with the Minnesota Department of Health's recommendation. <br />Page 1 of 2 <br />
