Rskspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Date: 00/10/08 <br />Item No.: 7.g <br />Department Approval City Manager A roval <br />Item Description: Authorize reclassification of support position for Public works <br />Maintenance <br />BACKGROUND <br />Due to the recent retirement of the Department Assistant in the Public works Maintenance area, <br />staff has evaluated our needs for support positions for the Public works Department. This <br />position has also supported the Parks Maintenance function. we have taken this opportunity to <br />consider how we can consolidate certain traditional clerical and support duties previously <br />performed by this position to the Department Assistant in our Engineering Division to achieve <br />additional efficiencies and to explore how we might better support our Maintenance Supervisors. <br />As identified in our Department Strategic Plan, we have a need for a different skill set than the <br />Department Assistant position to assist our supervisors with program and services evaluation. <br />The evaluation of our needs in this area has indicated that we require fewer general clerical <br />duties today with the technology we have in place and the ability of our staff to perform much of <br />the word processing and electronic filing as it is generated at all staff levels. our management <br />team is also stretched at the supervisory level with little time for administrative work, including <br />program evaluation, performance measurement, and documentation. we have identified the <br />support areas that will best meet department needs and have worked with Human Resources on <br />job description changes reflecting the required skill set and qualifications. Human Resources <br />evaluated this proposed position relative to the city's pay plan. The proposed position scores one <br />pay grade higher than the current Department Assistant position due to the added level of detail <br />and analysis tasks required. <br />POLICY OBJECTIVE <br />It is our policy to provide excellent customer service and cost effective and efficient programs <br />and services to the residents of the city. This requires staff with the necessary skills and expertise <br />to continuously evaluate and measure performance of programs and services. <br />FINANCIAL IMPACTS <br />The potential financial impact to budgets for this reclassification is $3910 once the selected <br />candidate achieves the full performance step. This position is funded out of Street Maintenance, <br />Sanitary, water and Storm Utilities, and Park Maintenance budgets. Existing 2008 budgets can <br />accommodate this change for the remainder of this year. Additional personnel budget will be <br />required for future budget years. we anticipate the return based on the value of additional <br />performance measurement and program evaluation to far exceed the additional annual cost to <br />city budgets. <br />Page 1 of 2 <br />
