Rls�kspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Date: 12/15/08 <br />Item No.: 12.c <br />Department Approval City Manager Approval <br />Item Description: Amendment to the "Infrastructure Improvements for the Twin Lakes AUAR <br />Area- Final Report" <br />BACKGROUND <br />On February 25, 2008, the City Council adopted the "Infrastructure Improvements for the Twin Lakes <br />AUAR Area- Final Report" . The purpose of the document was to develop proportionate cost share for <br />individual properties within the Twin Lakes area for the public infrastructure needed to support the <br />redevelopment. The attached map and table show the 10 roadway infrastructure improvements that <br />were identified as mitigation measures in the AUAR that made up the network. <br />In summary, the report developed overall cost estimates for the 10 public infrastructure improvements. <br />We then estimated the traffic generation from each land use proposed as a part of AUAR Scenarios B& <br />C, and routed the PM peak hour trips through the network. This established a total number of network <br />trips for the planned build out of the Twin Lakes AUAR area. Using the total cost and total network <br />trips, the report established a cost allocation rate per network trip for each type of use; Residential, <br />Commercial- office and Commercial- retail. <br />The cost per network trip is a function of the total network trips contributed and subsequent cost <br />allocation of specific development types. As development proposals come forward, their respective <br />land uses have been reviewed against the assumptions contained in the study in order to determine that <br />the specific cost per network trip value and associated cost allocation amount is appropriate for the <br />proposed use. <br />When the study was completed, we analyzed all of the public street improvements anticipated by the <br />AUAR mitigation plan. Since the study was adopted by the City Council, we have had two developers <br />request to construct a street segment that was not included in the study. This segment is Iona Lane, <br />from Cleveland Avenue to Mt. Ridge Road. Upon review of the proposed new public street, it was <br />determined that the street would not only serve the proposed Park and Ride, it would also provide <br />access for the redevelopment of PIK Terminal and the remaining portions of the former old Dominion <br />Freight Lines site. As a result staff felt that it was appropriate to amend the "Infrastructure <br />Improvements for the Twin Lakes AUAR Area- Final Report" to include this public improvement so <br />that the costs to construct the street would be shared by the redevelopment area. <br />As shown on the revised Figure 21, the inclusion of the cost to construct Iona Lane in the Report <br />increased the overall improvement cost by $420,075 to $23,352,039. As a result we broke down the <br />blocks even further to accurately assign the network trips for the uses of the individual blocks. For <br />example, the uses on Block 1 a would not use Iona Lane because of its location; however, the uses on <br />Block lb & Block 2 would use Iona since it is east of Mt. Ridge Road.
