Rls�kspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />T_j - - <br />Item Description: Presentation of Energy Action Plan Report <br />Date: 12/15/08 <br />Item No.: 13.a <br />City Manager Approval <br />BACKGROUND <br />In August of this year the City Manager formed a staff committee named REACT (Roseville Energy <br />Action & Conservation Team) to carefully look at how we currently use energy, and to suggest ways to <br />reduce our usage. This was a proactive reaction to the volatile energy markets we have experienced this <br />year. This effort was further supported by the City Manager's and Council 2008 goals for developing <br />additional policy relating to energy usage. The goal was to ultimately come up with a set of energy <br />reducing recommendations for the City and to create a culture of conservation among staff. Another <br />goal demonstrated by the city's signing of the Mayor's Climate Protection Agreement and the city's <br />membership in ICLEI is to demonstrate to business owners and residents our commitment to <br />sustainability and operating as efficiently as possible. <br />The committee is made up of representatives of each department within the city. From our list of energy <br />savings ideas, we came up with numerous measures we have either already implemented, or could <br />implement immediately. we also identified measures that might not be feasible at the present time due <br />to availability, new technologies not fully proven, and measures requiring additional funding that may <br />be recommended in the future as funding requests in future budget years. The energy saving ideas were <br />divided into different categories, such as buildings, staff, operations, fleet, etc. A draft report is in the <br />final stages of completion at this time and is included as (Attachment A). It includes recommendations, <br />goals, policies, and cost implications for the areas discussed. <br />City staff has been gathering historical information regarding energy consumption for city operations <br />and populating the ICLEI software database as we work toward measuring our carbon footprint. <br />Additional information regarding the broader community's energy consumption is required to complete <br />this phase of the plan as we work toward a complete action plan to reduce our carbon footprint. we will <br />be seeking the additional information from Xcel Energy and other agencies for our community. <br />The draft City Energy Action Plan is a first step in developing that broader action plan for energy <br />sustainability. Additional areas to be discussed and developed as a part of a broader sustainable Action <br />Plan are land use management in our built and natural environments, green buildings, green power, and <br />transportation planning. <br />The REACT Committee will continue to meet on a regular basis to measure, verify, modify, update, <br />and report performance on this plan. <br />Page 1 of 2 <br />
