Rls�kspvlffi� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />x .n.e4 <br />Item Description: Adopt the 2009 Final Tax Levy and Budget <br />Date: 12/15/08 <br />Item No.: 13.b <br />City Manager Approval <br />BACKGROUND <br />State Statute requires all cities to adopt a final tax levy and budget by December 301h for the following <br />fiscal year. The final levy amount must not exceed the preliminary levy that was established in September. <br />However, the Council has discretion in modifying the budget at any time. <br />The proposed 2009 Budget and Tax levy was initially submitted for consideration on August 11, 2008, <br />following a June public hearing in which the Council solicited community input on the Budget. This was <br />followed by a series of Council budget meetings. on September 15, 2008, the Council adopted a <br />Preliminary Budget, and on December 1, 2008 the City's annual Truth -in- Taxation Hearing was held. <br />The Recommended Budget acknowledged that to maintain current programs and services levels, and to <br />continue emphasis on the goals and strategies outlined in the IR2025 process, the City must accommodate a <br />number of significant budget impacts that necessitated the freezing of the budget for supplies, contracted <br />services, and other areas. It is expected that this will somewhat inhibit the City's ability to maintain current <br />service levels. Challenges are anticipated with: <br />••• Maintaining desired street conditions <br />••• Providing satisfactory snow removal and ice - control <br />••• Maintaining City parks, pathways, and streetlights <br />••• Diseased and hazardous tree removal <br />••• Police and Fire presence at community events <br />••• Proper funding for police, fire, and maintenance vehicles <br />••• Continuing education and training for City employees <br />❖ Responding to unforeseen events or circumstances <br />Since adopting the Preliminary Budget and Tax Levy, the Council has approved the following reductions to <br />the proposed levy: <br />❖ $100,000 for a Park Master Plan <br />❖ $40,000 for information systems <br />The 2009 Proposed Levy currently stands at $13,955,580. <br />Page 1 of 10 <br />
