Department Approval <br />T_J - - <br />Rskspvlffi:E <br />REQUEST FOR COUNCIL ACTION <br />Date: 12/15/08 <br />Item No.: 7.f <br />City Manager Approval <br />Item Description: Receive Feasibility Report and order Public Hearing for 2009 Pavement <br />Management Program- Roselawn Avenue Reconstruction Project <br />BACKGROUND <br />On July 21, 2008, the City Council ordered the preparation of a feasibility report for the <br />reconstruction of Roselawn Avenue, between Hamline Avenue and Victoria Street. <br />We have had a number of meetings with the property owners over the last year. we have discussed <br />with them the City's assessment policy, an overview of typical street reconstruction project, and the <br />proposed design for Roselawn Avenue. <br />In accordance with City Council direction, a feasibility report has been prepared that details the <br />proposed design, neighborhood impact, and estimated cost of the proposed Roselawn Avenue <br />Reconstruction project. This feasibility report was shared with the neighborhood at our November <br />20 information meeting. Copies of the completed feasibility report are attached. The next step in <br />the process is for the Council to accept the feasibility report and to schedule a public hearing. <br />POLICY OBJECTIVE <br />2009 will be the twelfth year of phase two of the Pavement Management Program. Phase two includes <br />completion of residential reconstruction, reconstruction of County Road turn back roads and an ongoing <br />intensive maintenance program. <br />FINANCIAL IMPACTS <br />This project has major financial implications for the city including the following: <br />1. Assessments levied in accordance with the City's assessment policy. <br />2. Use of Municipal State Aid (MSA) dollars to fund the majority of the Roselawn Avenue <br />reconstruction project. <br />3. Expenditure of utility fund dollars to pay for the repairs needed to the existing utility system. <br />4. Expenditure of storm water utility funds to construct storm sewer and water quality <br />improvements throughout the project. <br />It is proposed that the cost of the project be financed with MSA funds and special assessments.
