Department Approval <br />T_J - - <br />Rskspvlffi:E <br />REQUEST FOR COUNCIL ACTION <br />Date: 12/15/08 <br />Item No.: I La <br />City Manager Approval <br />Item Description: Public Hearing for Minnesota Department of Transportation's Trunk Highway <br />280 Reconstruction Project <br />BACKGROUND <br />In 2007, after the collapse of the I -35w bridge over the Mississippi River, Mn /DoT utilized TH 280 as <br />a detour route for I -35w. To increase capacity and improve safety on the highway, the traffic signals at <br />County Road B and Broadway Ave were removed entirely and all local access to TH280 was <br />temporarily closed with portable barriers. Now that I -35w bridge is reopened, Mn /DoT has scheduled <br />a project on TH 280 in 2009 to address the changes from last year. <br />The TH 280 project is proposed for 2009; the preliminary layout and categorical exclusion <br />documentation for this project are available at Roseville City Hall, in the office of the City Engineer. <br />Project Description: <br />• At County Road B: Permanent removal of the signal. Construct a cul- de- sac on the east side of <br />TH280. Access on the west side of TH280 will remain open with only a right -in/ right -out access. <br />• At Broadway: Reinstall signal. Broadway will be limited to right -in/ right -out access, and <br />northbound to westbound access only. This will allow continuous flow for northbound TH 280 <br />traffic. No turns from eastbound Broadway to northbound TH 280 will be allowed. <br />• Reconstruct the frontage road and add a concrete barrier on the west side of TH 280. <br />The City of Roseville held a public hearing for a similar project along TH 280 on December 2, 2002, at <br />which time, the City Council provided municipal consent for the proposed impacts at County Road B <br />and similar impacts at Broadway. The TH 280 project was originally scheduled for reconstruction in <br />2005. However, due to funding shortfalls, the Minnesota Department of Transportation delayed the TH <br />280 project until 2009 or 2010. <br />The City's emergency first responders, Police and Fire, have reviewed the plans and have commented <br />that the closures will not impact their ability to serve this neighborhood. <br />Staff has been working with the State on the relocation of the Paper Calmenson lift station located on <br />the east side of TH280 just north of the southerly City boundary. This lift station was originally <br />constructed on an easement on Midland Hills Golf Course. over the years, the State has acquired <br />additional right- of- way, and widened TH280, causing the easement to be partially on State right- of- <br />way. The elimination of the signal at Broadway makes access to the lift station very difficult and <br />dangerous. The state has agreed to pay for the cost to construct a gravity sewer system to the City of <br />Lauderdale, eliminating this issue for the City. Staff is working on agreements with Lauderdale and <br />Paper Calmenson so that this can sewer line can be constructed in 2009. <br />Page 1 of 2 <br />
